Richard Garner -- Executive Director
With a track record of successful delivery in large-scale biometric system implementations across three decades, Richard Garner’s unique level of practical, real world experience sets him apart and means that he is highly sought after as a biometric specialist, using his in depth experience to support initial requirements development, procurement, system development, end-to-end integration, testing, deployment and operations. Richard is recognised for his ability to bring together technical and business understanding, to communicate across management, business users and technical teams, to ensure the development of appropriate requirements and to assure delivery of the right solution.
Coming from an IT background in the late eighties, Richard went on to become a Scotland Yard fingerprint expert, subsequently gaining significant involvement in the design, development and operation of new fingerprint technology at the Metropolitan Police and then nationally. He joined the private sector in 1999 to take up a lead role in the development and implementation of NAFIS, the first national fingerprint searching solution in the UK. After successful deployment of NAFIS, Richard went on to lead in implementation of the police livescan service before becoming Biometric Development Manager, Europe, for the Northrop Grumman Corporation. Since 2004 he has worked as a specialist biometric consultant in a range of senior roles, including in the delivery of the first ever facial recognition system deployed at HM Passport Office, as a lead technical consultant in the rollout of biometrics in UKvisas operations and in the implementation of the Home Office Immigration and Asylum Biometric System (the largest biometric system in the UK) as lead biometric consultant and technical advisor. A particular focus for Richard at present is managing the IdentityE2E team engaged to provide specialist architectural and biometric support to the Home Office Biometrics programme.
Peter Wales -- Executive Director
Peter is a fully qualified APM Group PRINCE2 and MSP (Managing Successful Programmes) Practitioner. Since June 2007 Peter has been working as a special adviser and consultant across a number of public sectors organisations. He is currently supporting the Ministry of Justice (Digital Prisons Programme), the Future Borders Programme, the Emergency Services Mobile Communications Programme, and a number of workstreams at the FCO, where Peter heads up an IdentityE2E team of 20 SMEs, who are providing a specialist business case and investment approvals, and Project delivery consultancy service. Since March 2016, this team have produced and secured investment approvals for over 30 business cases for Future Borders, Digital Prisons and the FCO. Many of which required GDS Board, HMT, and Minister for Cabinet Office approvals and endorsement.
Peter has over 25 years PPM experience, and over the past few years he and his specialist team have also developed the following major investment cases:
- Future Borders Programme Business Case, a £100m+ Programme approved by HM Treasury in December 2018
- Digital Prisons Programme Business Case, a £200m+ programme approved by the Minister Cabinet Office in Summer 2018
- Health and Social Care Network Programme Business Case, a £1 billion pound Programme which was approved by the Minister Cabinet Office in March 2015
- Prison Service ICT provision and contract extension FBC worth circa £240 million approved in 2012
- National Offender Management Infrastructure Full Business Case worth £300 million which was approved in November 2010 following a Major Programme Spending Review
- National Biometric Identity Service (NBIS), a £500 million National Identity Scheme Programme Full Business Case which was approved by the Home Office Group Investment Board (GIB) in April 2009
- Biographic Identity Programme (BI), another £100 million National Identity Scheme Full Business Case which was presented to the GIB in July 2009.
Peter spent 16 years at HM Treasury. He possesses a detailed knowledge of the Green Book accounting rules, and policies covering depreciation, capital asset treatment, inflation, and VAT. He also has practical experience of using the Mote McDonald tool to calculate optimism bias and contingency.
Mathew Costick -- Executive Director
Mathew is a Chartered Engineer with over 20 years experience in technical delivery of enterprise level IT systems in both the private and public sector, most recently heading the test teams for the UK Border Force and Home Office Policing, Biometrics, Visa and Immigration systems and held test accountability for the highly successful introduction of the UK Immigration and Asylum Biometric System (IABS) and the UK eGates implementations at all UK ports.
Mathew spent his early career in aviation working on the implementation of safety critical systems for the Swanwick Air Traffic Control Centre and providing consultancy services for NATS international clients. He went on to head the test and implementation teams for the Passport Service (HMPO), Ministry of Justice, UK Border Force and Home Office Visa and Immigration systems including the UK Immigration and Asylum Biometric System (IABS) and UK eGates. Mathew is recognised as operating at the top of his profession holding Portfolio, Programme and Head of Test roles in major private and public sector organisations and holds a 1st Class Honours Degree in Communications Engineering.
Gerry Gardner -- Non-Executive Director
After gaining an engineering degree at Imperial College, Gerry spent 24 years in mainstream IT, including 17 years with a major computer company including both operational and management positions before moving into, what was then, the embryonic and more specialised Biometrics business.
Initially Gerry gained experience of Automated Fingerprint Recognition Systems (AFIS) and associated technologies as European Director of one of the major Automated Fingerprint Recognition Systems (AFIS) suppliers. Gerry then widened his experience of Biometrics with another company before becoming a Consultant in biometric and related systems in 1998. He was also chairman of a national biometric industry forum. During his time with Biometric System suppliers he worked with police and immigration authorities in the UK and across Europe including: The Metropolitan Police Service, West Midlands Police, Cambridgeshire Constabulary, Kent County Constabulary, the City of London Police, the Irish ministry of Justice, the Belgian Ministry of Interior, the Hungarian and Jordanian Police, the Nordic Countries Police and Immigration authorities. As a consultant has used his experience in the analysis of a clients' business requirements from which a system requirement could be developed. He then supported the client in the procurement, installation and commissioning of the system. He has worked across Europe, assisting the development and installation of the Eurodac system (the Europe wide immigration system), was principal biometric consultant on the UK Immigration and Asylum Fingerprint System (IAFS) and introduced the first biometrically enabled ID card for asylum seekers. Other major involvements have been with border control systems using face and iris recognition and more latterly involvement in the specification, procurement and development of the IAFS replacement system.
